बीते उन्नीस अक्टूबर को हुए दशहरे के दिन अमृतसर में ट्रेन से गयी जाने कोई असामान्य घटना नहीं है अब अमृतसर की इस खूनी त्रासदी को क्या कहें, इसके लिए कोई उपयुक्त शब्द तलाशना मुश्किल है। जिस तरह विजयादशमी पर रावण दहन का आनंद उठाते लोग धड़धड़ाती आई रेल द्वारा कुचल दिए गए उससे पूरा देश सिहर उठा है।
विजयादशमी क्षण भर में गम में बदल गई। हालांकि न यह रेल दुर्घटना है और न ही अतीत में हुए धार्मिंक आयोजनों जैसी कोई मानवीय या प्राकृतिक हादसा। साफ है कि अगर लोग रेलवे लाइनों पर खड़े नहीं होते तो यह हादसा नहीं होता। यह स्थानीय प्रशासन की अक्षम्य आपराधिक लापरवाही है कि उसने उतनी भीड़ को नियंत्रित रखने के लिए व्यवस्था ही नहीं की।
दो पुलिस वाले भी नहीं थे जो लोगों को रेलवे लाइन पर खड़े होकर रावण दहन देखने या मोबाइल से वीडियो बनाते या तस्वीरें खींचने से रोक पाते। हालांकि इस घटना का पोस्टमार्टम करते हुए कई ऐसे प्रश्न उठाए जा रहे हैं, जो बेमानी हैं। जब वर्षो से वहां यह कार्यक्रम होता आ रहा है तो यह प्रश्न उठाना कि रेलवे लाइन के पास आयोजन हुआ ही क्यों, समझ से परे है।
रावण दहन के ऐसे अनेक स्थान रेलवे लाइन के आसपास मिल जाएंगे। रेल चालक को भी इसमें दोषी ठहराया जाना उचित नहीं लगता। उतनी तेज गति से चलती रेल में अचानक ब्रेक लगाने से बहुत बड़ा हादसा हो जाता। एक रेल के गुजरने के कुछ ही क्षण बाद एक और रेल दूसरी दिशा से आ गई। वह भी इसका शिकार हो जाती। हादसे के बाद वहां दूसरी त्रासदी इस रूप में थी कि इतने बड़े आयोजन में एक एम्बुलेंस तक उपलब्ध नहीं था। करीब 150 मीटर तक बिखरे चीथड़े-चीथड़े हुए अंगों, शवों को ढोने तथा संगीन चोटों से कराहते लोगों को अस्पताल ले जाने में काफी वक्त लगा। उस पर स्थानीय सिविल अस्पताल की बदइंतजामी!
लगा ही नहीं कि अमृतसर जैसा प्रमुख शहर सामान्य आपात स्थिति से निपटने के लिए तैयार है। यह तीसरी त्रासदी थी। मुख्यमंत्री कैप्टन अमरिंदर सिंह के निजी अस्पतालों को भी घायलों का उपचार करने के आदेश का पालन होते नहीं दिखा। पर जो हुआ वह लंबे समय तक लोगों को सालता रहेगा।
जिनके अपने बिछुड़ गए या जो स्थायी रूप से विकलांग हो गए उनके लिए तो हर विजयादशमी गम की स्मृतियों को कुरेदने वाली ही बनकर आएगी। लेकिन इससे सबक लेकर अगर देश का स्थानीय प्रशासन पहले से सुरक्षा का उपाय करे तथा लोग-बाग भी आत्मानुशासित हो कर दुर्घटना संभावित स्थानों पर खड़े होने या बैठने से बचें तभी ऐसे हादसों की पुनरावृत्ति रु क सकती है।
