पिछले कुछ महीनों के दौरान कागज के दाम अचानक ही आसमान को छू रहे हैं, किताबों छापने में काम आने वाले मेपलीथों के 70 जीएसएम कागज के रिम की कीमत हर सप्ताह बढ़ रही है। इसका सीधा असर पुस्तकों पर पढ़ रहा है। भारत में मुद्रण उद्योग दुनिया की सबसे तेज बढ़ रहे व्यापार में गिना जाता है। हो भी क्यों न- हमारे यहां साक्षरता दर बढ़ रही है, उच्च शिक्षा के लिए नामांकन आंचलिक क्षेत्र तक उत्साहजनक हैं। फिर दैनिक उपभोग के उत्पादों के बाजार में भी प्रगति है सो पैकेजिंग इंडस्ट्री में भी कागज की मांग बढ़ रही है। गंमभीरता से देखें तो पाएंगे कि चीन एक सुनियोजित चाल के तहत दुनिया के कागज के कारोबार पर एकाधिकार करने की फिराक में है। जाहिर है कि इसका असर भारत में ज्ञान-दुनिया पर भी पड़ रहा है।
भारत में आज 20.37 मिलियन टन कागज की मांग है जोकि सन 2020 तक 25 मिलियन टन होने की संभावना है। हमारे ययहां मुद्रण में कागज की मांग की वृद्धि दर 4.2 प्रतिशत सालाना है तो पैकेजिंग में 8.9 फीसदी। लगभग 4500 करोड़ सालाना के कागज बाजार की मांग पूरी करने के लिए कहने को तो हमारे यहां 600 कागज कारखाने हैं, लेकिन असल में मांग पूरी करने के काबिल बड़े कारखाने महज 12 ही हैं। वे भी एनसीईआरटी जैसे बड़े पेपर खपतकर्ता कीम ांग पूरी नहीं कर पाते। अनुमान है कि पाठ्य पुस्तकें छापने वाले एनसीईआरटी को हर साल 20 हजार मेट्रिक टन कागज की जरूरत होती है और कोई भी कारखाना इसकी जरूरत एकमुश्त पूरी नहीं कर पाता। असम में संचालित एकमात्र सरकारी कारखाना हिंदुस्तान पेपर लिमिटेड को सरकार ने पिछले साल ही बंद कर दिया।
अब सारा दारोमदार निजी उत्पादकों पर है। जान ले कि दुनिया में सर्वाधिक कागज बनाने वाले तीन देश हैं – चीन, अमेरिका और जापान। ये तीन देश दुनिया की सालाना मांग 400 मिलियन टन का लगभग आधा कागज उत्पादन करते हैं। चूंकि हमारे कारखाने बहुत छोटे हैं और उनकी उत्पादन कीमत ज्यादा आती है सो गत एक दशक के दौरान चीन के कागज ने वैसे ही हमारे बाजार पर कब्जा कर रखा है। यह सभी जानते हैं कि भारत के कागज कारखाने पेड़ के तने और बांस से निर्मित पल्प या लुगदी की कच्ची सामग्री से कागज बनाते रहे हैं। जंगल कम होने के बाद पल्प का संकट खड़ा हुआ तो रिसाईकिल पेपर की बात सामने आई। विडंबना है कि हमारे कई कारखाने अपनी तकनीक को पुराने रद्दी पेपर से तैयार लुगदी से कागज बनाने में परिवर्तित नहीं कर पा रहे हैं। वहीं पल्प की कमी के चलतें स्थानीय उत्पाद के कागज के दाम ज्यादा आ रहे हैं।
यहां जानना जरूरी है कि क्राफ्ट पेपर, बोर्ड, पोस्टर जैसे उत्पाद पैकेजिंग उद्योग में काम आते हैं। चूंिक पैकेजिंग में प्लास्टिक के इस्तेमाल पर अब सख्ती हो रही है सो कागज की पैकेजिंग इंडस्ट्री दिन-दुगनी रात चैगुनी प्रगति कर रहा है। चूंकि इस तरह की पैकेजिंग में महंगा, खाने आदि के सामान पैक होते हैं सो इसमें कागज की क्वालिटी को ध्यान रखा जाता है। वहीं पुस्तक या अखबार छापने में अधिकांश इस्तेमाल मैपलिथो या पेपर प्रिंट के लिए रिसाईकिल से काम चल जाता है। वहीं क्रीम वाव, कॉपियर और आर्ट पेपर के लिए बेहतर कच्चे माल की जरूरत होती है। अब जंगल कटाई पर रोक और पेपर मिल के लिए बांस की सीमित सप्लाई के चलते बेहतर कागज का पूरा बाजार चीन के हाथों में जा रहा है।
पहले तो चीन पेपर पल्प के लिए पेड़ों और रद्दी कागज के रिसाईकिल का उत्पादन स्वयं कर रहा था लेकिन अब उनके याहां भी जंगल कम होने का पर्यावरणीय संकट और कागज रिसाईकिल करने की बढ़ती मांग व उससे उपजे जल प्रदूशण का संकट गंभीर हो रहा है सो चीन ने सारी दुनिया से पल्प मनमाने दाम पर खरीदना षुरू कर दिया। भारत से भी बेकार कागज, उसका पल्प पर चीन की नजर है। इसी के चलते हमारे यहां कागज का संकट गहरा रहा है।
भारत में भी महंगाई, अवमूल्यन और प्रतिकूल सांस्कृतिक, सामाजिक-बौद्धिक परिस्थितियों के बावजूद पुस्तक प्रकाशन एक क्रांतिकारी दौर से गुजर रहा है । छपाई की गुणवत्ता में परिवर्तन के साथ-साथ विशय विविधता यहां की विशेशता है । समसामयिक भारतीय प्रकाशन एक रोमांचक और भासाई दृश्टि से विविधतापूर्ण कार्य है। विश्व में संभवतः भारत ही एक मात्र ऐसा देश हैं जहां 37 से अधिक भाशाओं में पुस्तकें प्रकाशित की जाती हैं। संयुक्त राज्य अमरीका और ब्रिटेन के बाद अंग्रेजी पुस्तकों के प्रकाशन में भारत का तीसरा स्थान है । पुस्तकों की महत्ता का प्रमाण यह आंकड़ा है कि हमारे देश में हर साल लगभग 85 हजार पुस्तकें छप रही हैं, इनमें 25 प्रतिशत हिंदी, 20 प्रतिशत अंग्रेजी और षेश 55 प्रतिशत अन्य भारतीय भाशाओं में हैं। लगभग 16 हजार प्रकाशक सक्रिय रूप से इस कार्य में लगे हैं। प्रकाशक के साथ, टाईप सेटर , संपादक , प्रूफ रीडर, बाईंडिग, कटिंग, विपणन जैसे कई अन्य कार्य भी जुडे़ हैं। जाहिर है कि यह समाज के बड़े वर्ग के रोजगार का भी साधन है। विश्व बाजार में भारतीय पुस्तकों का बेहद अहम स्थान है। एक तो हमारी पुस्तकों की गुणवत्ता बेहतरीन है, दूसरा इसकी कीमतें कम हैं। भारतीय पुस्तकें विश्व के 130 से अधिक देशों को निर्यात की जाती हैं।
देश में सामाजिक-आर्थिक विकास की दृष्टि से कागज उद्योग देश का सबसे पुराना और बेहद महत्वपूर्ण उद्योग है। हमारे देश में पहला कागज उत्पादन कारखाना सन 1812 में श्रीरामपुर(बंगाल) में स्थापित हुआ था। अनुमान है कि इस व्यवसाय में कोई 25000 करोड़ रूपये की पूंजी लगी है। दुनिया के कागज उत्पाद में इसका हिस्सा लगभग 1.6 प्रतिशत है। इस उद्योग में लगभग सवा लाख लोग सीधे और कोई साढ़े तीन लाख लोग अप्रत्यक्ष रूप से रोजगार पा रहे हैं। पिछले पाँच वर्षों से कागज की खपत लगभग 6 प्रतिशत वार्षिक दर से बढ़ रही है। लेकिन ब़ढते पर्यावरणीय संकट के चलते इसके विकास में विराम की प्रबल संभावना है।
हमारे देश में अभी भी पाठ्य पुस्तकों, संचार-संवाद और ज्ञान-प्रसार में मुद्रित सामग्री का बोलबाला व विश्वसनीयता कायम है सो कागज के दाम बढ़ते ही सबसे बड़ा संकट पुस्तकों पर पड़ रहा है। हमारे बाजार में गैरपाठ्यपुस्तकों या मनोरंजन या ज्ञान-साहित्य की अधिकांश पुस्तकों की मुद्रण संख्या कम ही होती है और किसी पुस्तक का लगभग चालीस फीसदी व्यय कागज पर ही होता है, इसी लिए पुस्तकों के दाम बढ़ रहे हैं। इसका सीधा असर हमारे साहित्य, संस्कृति और शिक्षा बाजार पर पड़ रही है।
आज जस्रत है कि भारत सरकार को पल्प के आयात परपूरी तरह रोक लगाना चाहिए, रद्दी कागज के आयात पर षुल्क समाप्त कर देना चाहिए और कागज के प्रत्येक कारचााने को अपने स्तर पर रिसाईकिल पल्प बनाने की आधुनिकतम मशीने लगाने के लिए सहयोग देना चाहिए। यह चेतावनी है कि यदि चीन ने कागज उद्योग के माध्यम से यदि हमारी पठन-अभिरूचि पर नियंत्रण किय तो हमारी बौद्धिक संपदा के विस्तार पर रहे अभियान को वैश्विक रूप से नुकसान उठाना होगा।
इस अंतरराश्ट्रीय साजिश से जूझने के लिए हमें भी कागज की खपत को किफायती बनाने के लिए कुछ कदम उठाने होंगे। सरकारी कार्यालयों में कागज के दोनों तरफ लिखने का अनिवार्यता, प्रत्येक कागज की आफिस कॉपी रखने, वहां से निकले कागज को पुनर्चक्रण के लिए भेजने की व्यवस्था जैसे कदम उठाए जाने चहिए। बार-बार पाठ्य पुस्तकें बदलने से रोकने और बच्चों को अपने पुराने साथियों की पुस्तकों से पढ़ने के लिए प्रेरित करना भी कागज की बर्बादी रोकने का एक सशक्त कदम हो सकता है। विभिन्न सदनों, अदालतों, कार्यालयों में पांच पेज से ज्यादा के एजेंडे, रिपोर्ट आदि को केवल डिजिटल कर दिया जाए तोकागज की खपत कम कर, पेड़ों का संरक्षण और शिक्षा के अत्यावश्यक कागज की आपूर्ति के बीच बेहतरीन सामंजस्य बनाया जा सकता है। इससे पेड़ के साथ-साथ कूड़ा व श्रम बच सकता है।
