दीपावली के बाद विश्व स्वास्थ्य संगठन ने अपनी एक रिपोर्ट में बताया कि विश्व के सर्वाधिक प्रदूषित 20 महानगरों में से 14 भारत के हैं और उनमें दिल्ली शीर्ष पर है। यदि गंभीरता से इस बात का आकलन करें तो स्पष्ट होता है कि जिन शहरों में विभिन्न कारणों से पलायन कर आने वालों की संख्या बढ़ी और इसके चलते उनका अनियोजित विकास हुआ, वहां के हवा-पानी में ज्यादा जहर पाया जा रहा है। असल में पर्यावरण को हो रहे नुकसान का मूल कारण अनियोजित शहरीकरण है। बीते दो दशकों के दौरान यह प्रवृत्ति पूरे देश में बढ़ी कि लोगों ने जिला मुख्यालय या कस्बों की सीमा से सटे खेतों पर अवैध कालोनियां काट लीं। इसके बाद जहां कहीं सड़कें बनीं, उसके आसपास के खेत, जंगल, तालाब को वैध या अवैध तरीके से कंक्रीट के जंगल में बदल दिया गया।
यह दुखद है कि आज विकास का अर्थ विस्तार हो गया है। विस्तार-शहर के आकार का, सड़क का, भवन का आदि-आदि, लेकिन बारीकी से देखें तो यह विस्तार या विकास प्राकृतिक संरचनाओं जैसे कि धरती, नदी या तालाब, पहाड़ और पेड़, जीव-जंतु आदि के नैसर्गिक स्थान को घटा कर किया जाता है। नदी के पाट को घटाकर बने रिवर फ्रंट हों या तालाब को मिट्टी से भरकर बनाई गई कालोनियां, तात्कालिक रूप से तो सुख देती हैं, लेकिन प्रकृति के विपरीत जाना इंसान के लिए संभव नहीं है और उसके दुष्परिणाम कुछ ही दिनों में सामने आ जाते हैं। जैसे कि पीने के जल का संकट, बरसात में जलभराव, आबादी और यातायात बढ़ने से उपजने वाले प्राण वायु का जहरीला होना आदि।
देश के अधिकांश उभरते शहर अब सड़कों के दोनों ओर बेतरतीब बढ़ते जा रहे हैं। न तो वहां सार्वजनिक परिवहन है, ना ही सुरक्षा, ना ही बिजली-पानी की न्यूनतम मांग। असल में देश में बढ़े कालेधन को जब बैंक या घर में रखना जटिल होने लगा तो जमीन में निवेश का सहारा लिया जाने लगा। इससे खेत की कीमतें बढ़ीं, खेती की लागत भी बढ़ी और किसानी लाभ का काम नहीं रहा गया। पारंपरिक शिल्प और रोजगार को त्यागने वालों का सहारा शहर बने और उससे वहां का अनियोजित और बगैर दूरगामी सोच के विस्तार का आत्मघाती कदम उभरा।
साल दर साल बढ़ता जलवायु परिवर्तन का प्रभाव और उसके कारण मौसम की अनियमितता, गांव-गांव तक फैल रहा जल-संकट का साया, बीमारियों के कारण पट रहे अस्पताल ऐसे कई मसले हैं जो आम लोगों को पर्यावरण के प्रति जागरूक बना रहे हैं। कहीं कोई नदी, तालाब के संरक्षण की बात कर रहा है तो कहीं पेड़ लगाकर धरती को बचाने का संकल्प, जंगल और वहां के बाशिंदे जानवरों को बचाने के लिए भी सरकार तथा समाज प्रयास कर रहे हैं, लेकिन भारत जैसे विकासशील व्यवस्था वाले देश में पर्यावरण का सबसे बड़ा संकट तेजी से विस्तारित होता ‘शहरीकरण’ एक समग्र विषय के तौर लगभग उपेक्षित है। असल में देखें तो संकट जंगल का हो या फिर स्वच्छ वायु का या फिर पानी का, सभी के मूल में विकास की वह अवधारणा है जिससे शहररूपी सुरसा सतत विस्तार कर रही है और उसकी चपेट में आ रही है प्रकृति और नैसर्गिकता।
हमारे देश में संस्कृति, मानवता और बसावट का विकास नदियों के किनारे ही हुआ है। सदियों से नदियों की अविरल धारा और उसके तट पर मानव जीवन फलता-फूलता रहा है। बीते कुछ दशकों में विकास की ऐसी धारा बही कि नदी की धारा आबादी के बीच आ गई और आबादी की धारा को जहां जगह मिली वहां बस गई। और यही कारण है कि हर साल कस्बे नगर बन रहे हैं और नगर महानगर। बेहतर रोजगार, आधुनिक जनसुविधाएं और उज्ज्वल भविष्य की लालसा में अपने पुश्तैनी घर-बार छोड़ कर शहर की चकाचौंध की ओर पलायन करने की बढ़ती प्रवृत्ति का परिणाम है कि देश में एक लाख से अधिक आबादी वाले शहरों की संख्या 302 हो गई है, जबकि 1971 में ऐसे शहर मात्र 151 थे। यही हाल दस लाख से अधिक आबादी वाले शहरों की है। इसकी संख्या गत दो दशकों में दोगुनी होकर 16 हो गई है। पांच से 10 लाख आबादी वाले शहर 1971 में मात्र नौ थे, जो आज बढ़कर 50 हो गए हैं। विशेषज्ञों का अनुमान है कि आज देश की कुल आबादी का 8.50 प्रतिशत हिस्सा देश के 26 महानगरों में रह रहा है।
विश्व बैंक की ताजा रिपोर्ट बताती है कि आने वाले 20-25 सालों में 10 लाख से अधिक आबादी वाले शहरों की संख्या 60 से अधिक हो जाएगी जिनका देश के सकल घरेलू उत्पाद में योगदान 70 प्रतिशत होगा। एक बात और बेहद चौंकाने वाली है कि भारत के ग्रामीण क्षेत्रों में गरीबी की रेखा से नीचे रहने वालों की संख्या शहरों में रहने वाले गरीबों के बराबर ही है। यह संख्या धीरे-धीरे बढ़ रही है, यानी यह डर गलत नहीं होगा कि कहीं भारत आने वाली सदी में ‘अरबन स्लम’ या शहरी मलिन बस्तियों में तब्दील ना हो जाए।
शहर के लिए सड़क चाहिए, बिजली चाहिए, मकान चाहिए, दफ्तर चाहिए, इन सबके लिए या तो खेत होम हो रहे हैं या फिर जंगल। निर्माण कार्य के लिए नदियों के प्रवाह में व्यवधान डालकर रेत निकाली जाती है तो चूने के पहाड़ खोदकर सीमेंट बनाने की सामग्री। इसके कारण प्रकृति को हो रहे नुकसान की भरपाई संभव ही नहीं है। जंगल को हजम करने की चाल में पेड़, जंगली जानवर, पारंपरिक जल स्नोत सभी कुछ नष्ट हो रहे हैं। यह वह नुकसान है जिसका हर्जाना संभव नहीं है। शहरीकरण यानी रफ्तार, रफ्तार का मतलब है वाहन, और वाहन हैं कि विदेशी मुद्रा भंडार से खरीदे गए ईंधन को पी रहे हैं और बदले में दे रहे हैं दूषित वायु। शहर को ज्यादा बिजली चाहिए यानी ज्यादा कोयला जलेगा, ज्यादा परमाणु संयंत्र लगेंगे।
शहर का मतलब है औद्योगिकीकरण। और अनियोजित कारखानों की स्थापना का परिणाम है कि हमारी लगभग सभी नदियां अब जहरीली हो चुकी हैं। नदी थी खेती के लिए, मछली के लिए, दैनिक कार्यो के लिए, ना कि उसमें गंदगी बहाने के लिए। गांवों के कस्बे, कस्बों के शहर और शहरों के महानगर में बदलने की होड़ एक ऐसी मृग मरीचिका की लिप्सा में लगी है, जिसकी असलियत कुछ देर से खुलती है। दूर से जो जगह रोजगार, सफाई, सुरक्षा, बिजली, सड़क के सुख का केंद्र होते हैं, असल में वहां सांस लेना भी गुनाह लगता है।
शहरों की घनी आबादी संक्रामक रोगों के प्रसार का आसान जरिया होती है, यहां दूषित पानी या हवा भीतर ही भीतर इंसान को खाती रहती है। देश के सभी बड़े शहर इन दिनों कूड़े को निबटाने की समस्या से जूझ रहे हैं। कूड़े को एकत्र करना और फिर उसका शमन करना, एक बड़ी चुनौती बनता जा रहा है। एक बार फिर अनियोजित शहरीकरण से उपज रहे कचरे की मार पर्यावरण पर ही पड़ रही है।
शहर केवल पर्यावरण प्रदूषण ही नहीं, सामाजिक और सांस्कृतिक प्रदूषण की भी गंभीर समस्या उपजा रहे हैं। लोग अपनों से, मानवीय संवेदनाओं से, अपनी लोक परंपराओं और मान्यताओं से कट रहे हैं। इसकी जगह उनका झुकाव आधुनिक किस्म के बाबाओं-फकीरों, देवताओं और पंथों में बढ़ रहा है, जो अलग किस्म के अंधविश्वास और रूढ़ियों के कारक हैं।
तो क्या लोग गांव में ही रहें? क्या विकास की उम्मीद न करें? ऐसे कई सवाल अंधाधुंध शहरीकरण में अपनी पूंजी को हर दिन कई गुना होते देखने वाले कर सकते हैं। असल में हमें अपने विकास की अवधारणा को ही बदलना होगा-पक्की सड़क, अंग्रेजी दवाई, स्थानीय भाषा को छोड़कर अंग्रेजी का प्रयोग, भोजन और कपड़े का पाश्चात्यीकरण असल में विकास नहीं है। यदि कोई चमड़े का काम करने वाला है, वह अपने काम को वैज्ञानिक तरीके से करना सीखता है, अपने श्रम की वास्तविक कीमत वसूलने के प्रति जागरूक होता है, अपने समान सामाजिक अधिकार के प्रति सचेत हो जाता है तो जरूरी नहीं है कि वह गांव में अपने हाथ के काम को छोड़कर शहर में चपरासी या दैनिक मजदूर की नौकरी कर संकरी गलियों की गंदी झुग्गियों में रहे। इंसान की क्षमता, जरूरत और योग्यता के अनुरूप उसे अपने मूल स्थान पर अपने सामाजिक सरोकारों के साथ जीवनयापन का हक मिले, यदि विकास के प्रतिमान ऐसे होंगे तो शहर की ओर लोगों का पलायन रुकेगा। इससे हमारी धरती को कुछ राहत मिलेगी।
