डॉ दिलीप अग्निहोत्री
छत्तीसगढ़ में राज बब्बर का वैचारिक ज्ञान कांग्रेस पर भारी पड़ा। उन्होंने पहले नक्सलियों के प्रति हमदर्दी दिखाई, जब इसकी निंदा होने लगी, तब उन्होंने अपने ही बयान की लीपापोती शुरू की। लेकिन इससे भी उनके मूल विचार पर कोई फर्क नहीं पड़ा। यह सन्योग था कि भाजपा के तीन स्टार प्रचारक उस दिन वही थे। प्रधानमंत्री नरेंद्र मोदी, भाजपा के राष्ट्रीय अध्यक्ष अमित शाह और उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने बब्बर के बयान पर प्रहार किया। अनेक प्रयासों के बाद नक्सलवादी हिंसा पर बड़ी हद तक नियंत्रण किया गया है। यूपीए के कार्यकाल में देश के सैकड़ों जिले नक्सली हिंसा से प्रभावित थे। इनके तार नेपाल के माओवादियों और इस्लामी आतंवादियों तक से जुड़ गए थे। इनका सफाया तो नहीं हुआ, लेकिन स्थिति में उल्लेखनीय सुधार अवश्य हुआ है।ऐसे में बेहतर यह था कि कांग्रेस के नेता इस मुद्दे को उठाने से बचते। खासतौर पर जब उनका इस मसले पर रिकार्ड बहुत खराब रहा हो। नक्सली और माओवादियों से यहां के ग्रामीण और वनवासी समुदाय का मोहभंग हो चुका है। इन्होंने शोषण से मुक्ति का नारा बुलंद किया था, लेकिन खुद नए शोषक बन बैठे। वस्तुतः यही इनकी मूल विचारधारा है। जिसमें अहिंसा की कोई जगह नहीं होती। राज बब्बर को यह समझना चाहिए था कि नक्सल और माओवादी चिंतन हिंसक क्रांति में ही विश्वास रखता है। बब्बर ने पहले इसका महिमा मंडन किया। कांग्रेस इसका उचित प्रतिवाद भी नहीं कर सकी। इसके पहले शहरी नक्सलवादी विद्वानों बुद्धिजीवियों को कांग्रेस के समर्थन पर सवाल उठाए गए थे। राजबब्बर ने उसी धुन में इसका समर्थन किया।
छत्तीसगढ़ में राज बब्बर ने नक्सलियों का गुणगान किया। कहा कि ये लोग क्रांति के लिए निकले हैं। उन्हें रोक नहीं सकते हैं। अपनी दलील के पक्ष में तर्क गढ़ने का भी प्रयास किया। बोले कि जो अभाव में होता है और जिन लोगों को उनका अधिकार नहीं मिलता, जिनका अधिकार छीना जाता है, कुछ ऊपर वाले लोग उनका अधिकार छीनते हैं तो वे अपने प्राणों की आहुति देते हैं। बब्बर का यह कथन नक्सलियों के प्रति हमदर्दी व्यक्त करने वाला था। ऐसा करते हुए वह हद से बाहर निकल गए। उन्हें प्राणों की आहुति देने वाला बताया। जबकि वह आतंकी अंदाज में लोगों की जान लेते है।
राज बब्बर को भाजपा ने घेरा तो वह सफाई देने लगे। कहा कि नक्सली गलत करते हैं। क्योंकि न तो उनकी बंदूक से कोई हल निकलेगा, न ही इधर बंदूक से कोई हल निकलेगा। अगर हल निकलेगा तो बातचीत से निकलेगा। बंदूकों से फैसले नहीं होते हैं। अब उन्हें डराकर, चमचागिरी, बहकाकर या लालच देकर क्रांति के लिए निकले लोगों को नहीं रोका जा सकता है। नक्सल आंदोलन अधिकारों को लेकर शुरू हुआ है। हमें इन्हें लेकर साथ में बैठना पड़ेगा। जो मार्ग से भटक गए हैं, उन्हें खींचकर लाना पड़ेगा। कुछ वर्ष पहले कांग्रेस झीरम नरसंहार में अपने बड़े नेताओं को गंवा चुकी है।
ऐसे में बब्बर के बयान से कांग्रेस का एक खेमा भी नाराज है। सन्देश यह गया कि कांग्रेस जानबूझकर नक्सलवाद पर नरम रुख दिखा रही है। यह भी शर्मनाक था कि राजबब्बर नक्सलियों पर दिए अपने बयान पर कायम दिखे। उनके इस बयान से कांग्रेस असहज नजर आई तो राजबब्बर ने स्थिति को संभालने की कोशिश की थी, राजबब्बर एक बार फिर रायपुर आए तो फिर से अपना बयान दोहरा दिए। एयरपोर्ट पर पत्रकारों से चर्चा करते हुए बोले-माओवादी भटके हुए क्रांतिकारी हैं।
राज बब्बर ने भाजपा को मौका दिया। नरेंद्र मोदी, अमित शाह, योगी आदित्यनाथ और रमन सिंह ने कांग्रेस से स्पष्टीकरण मांगा। सन्योग से कांग्रेस अध्यक्ष राहुल गांधी भी छत्तीसगढ़ में थे। वह रोडशो कर रहे थे। लेकिन उन्होंने बब्बर के बयान पर तत्काल कोई टिप्पणी नहीं की।
योगी ने एक जनसभा में कहा कि कांग्रेस ने अपने निजी हितों के लिए इलाके में नक्सलवाद को बढ़ावा दिया। भाजपा सरकार नक्सलवाद को उखाड़ फेंकने की दिशा में काम कर रही है। कांग्रेस ने अपने राजनीतिक फायदे के लिए देश की सुरक्षा के साथ खिलवाड़ किया है। भाजपा के लिए राष्ट्रीय सुरक्षा सर्वोच्च प्राथमिकता है। हम राष्ट्रीय सुरक्षा के लिए खतरा कभी बर्दाश्त नहीं करेंगे। छत्तीसगढ़ चुनाव के लिए पार्टी का संकल्प-पत्र जारी करते हुए राष्ट्रीय अध्यक्ष अमित शाह ने कहा कि जिस पार्टी को नक्सलवाद में क्रांति दिखाई पड़ती हो, वह पार्टी छत्तीसगढ़ का भला नहीं कर सकती है। भाजपा ने गरीबों के घर गैस पहुंचाने, उद्योग लगाकर रोजगार दिलाने, किसानों को ज्यादा समर्थन मूल्य देने जैसे कार्यों में क्रांति दिखाई देती है।
यूपीए के समय छत्तीसगढ़ को करीब अडललिस हजार करोड़ रुपये मिलते थे। जबकि चौदहवें वित्त आयोग के समय राज्य के लिए राशि बढ़ाकर सवा लाख करोड़ रुपये कर दी गई। राशन की दुकानों का सरकारी करण किया और इसके लीकेज को समाप्त किया गया। कौशल विकास के लिए अपना कानून बनाने वाला पहला राज्य छत्तीसगढ़ बना। मनरेगा को भ्रष्टाचार से मुक्त किया गया। इसके तहत पचास दिन का अतिरिक्त रोजगार दिया। गर्भवती माताओं को पर्याप्त सुविधा प्रदान की जा रही है।
प्रदेश में अंत्योदय को प्राथमिकता दी गई। निःशुल्क नमक, साइकिल, चरणपादुका, एक रुपये किलो चावल दिया जा रहा है। कृषि की लागत में सबसे ज्यादा कमी रमन सरकार द्वारा की गई। धान और बाकी उपजों की खरीद के लिए अहम व्यवस्था की। किसानों को अल्पकालीन ऋण शून्य ब्याज दर पर उपलब्ध करवाने वाला पहला राज्य छत्तीसगढ़ बना।
मोदी ने कहा, ‘मैं कांग्रेस से पूंछा को जब सरकार शहरी नक्सलियों के ख़िलाफ़ कार्रवाई करती है तो वह उनका समर्थन क्यों करती है और उन्हें बस्तर आकर नक्सलवाद के ख़िलाफ़ बोलना चाहिए। जिस नक्सलवाद को राज बब्बर क्रांति बता रहे थे, उसे मोदी ने शैतानी मनोवृत्ति वाला राक्षस बताया। इस प्रकार मोदी ने अपने अंदाज में नक्सलवाद पर भाजपा और कांग्रेस के फर्क को रेखांकित किया। शहरी माओवादी हैं, सपरिवार शहरों के वातानुकूलित घरों में रहते हैं, उनके बच्चे विदेशों में पढ़ते हैं, वे नक्सल प्रभावित क्षेत्रों में रिमोट कंट्रोल से आदिवासी बच्चों का जीवन तबाह कर रहे हैं।
जाहिर है कि राजबब्बर ने छत्तीसगढ़ में कांग्रेस की मुश्किल बधाई है। यहां के लोग नक्सली हिंसा से निजात चाहते है। बब्बर उसे क्रांति बता कर लौटे है। उनसे अपना प्रदेश तो संभल नहीं रह है। उत्तर प्रदेश की कांग्रेस न्यूज़ चैनलों के अलावा कहीं दिखाई नहीं देती, ऐसे में छत्तीसगढ़ में वह क्या गुल खिला सकते थे।
