अगर देखा जाए तो यह एक अच्छी बात है कि गंगा को राष्ट्रीय नदी दिलाने के लिए संसद में बिल लाने की तैयारी हो गई है। जिसके लिए राष्ट्रीय नदी पुनरुद्धार संरक्षण एवं प्रबंधन बिल का मसौदा तैयार भी हो गया है, इस मसौदे में कई ऐसी बातें हैं, जिन पर यदि सही ढंग से अमल हो गया तो अविरल और निर्मल गंगा एक विचार यह कंचन नहीं बल्कि वास्तविकता के रूप में नजर आएगी।
गंगा को प्रदूषण से मुक्त करने के लिए बातें तो कई सालों से हो रही हैं। सरकारी स्तर पर इसके लिए पैसा जारी किया जाता रहा और काफी हद तक काम पूरा होने के दावे भी होते रहे। मौका पड़ने पर राजनेताओं ने इस काम को भावनाओं से भी जोड़ा लेकिन गंगा की स्थिति में कोई सुधार ना हो सका। यह जानकारी भी किसी से छिपी नहीं है और पिछले महीने तो हल्दिया से बनारस रवाना किया गया जहाज घाट और कम पानी के कारण काई और काली सिल्ट में कई जगह फंस गया।
वास्तव में देखा जाये तो अब यह तमाम बड़ी-बड़ी बातों के साथ किए जाने वाले वादों और दामों पर तमाचा नहीं तो भला और क्या है! गंगा केवल धार्मिकता आस्था से ही नहीं बल्कि सीधे तौर पर सामाजिक कल्याण से भी जुड़ी है, फिर भी इसकी उपेक्षा ही नहीं हो रही बल्कि प्रदूषण फैलाने वाले कारकों को आजाद छोड़कर इसके स्वरूप को बुरी तरह मारने का काम भी लगातार हो रहा है। फैक्ट्री द्वारा इसमें गिरने वाला कचरा कई स्थानों पर नदी की धारा में अवरोध आदि उत्पन्न करता है।
यदि गंगा सफाई के नाम पर अब तक किए गए खर्च का पूरा विवरण निकाला जाए तो वह बहुत बड़े ताज्जुब का विषय ही होगा! इस विषय पर संसद में बिल पास कराने के बाद भी काम पूरा नहीं हो पाएगा बल्कि संबंधित कानून के नियम प्रावधानों के अनुपालन को भी सुनिश्चित कराना आवश्यक होगा। ध्यान रखें कि समाज की कई समस्याओं से निपटने के लिए बेहद सख्त कानूनों के दावों की बात तो कही जाती है। किंतु उनको अमल में लाना फिर भी संभव दिखाई नहीं देता है क्योंकि वह समस्याएं परस्पर बनी ही नहीं हुई है और उनकी गंभीरता भी बढ़ती जा रही हैं और यदि यही हालात रहें तो ऐसे कैसे साफ होंगी हमारी नदियां?
